So you'll need to enter 'setstage DLC04NukaSodas XX' where XX = increments of 10. However, you need to be at specific sections of a quest to properly obtain the ability to use the recipes.
Make sure you loot the dev room inside 'coc qasmoke' first as this will give you all the recipes to do this achievement.
